Based on my understanding, as long as you have federation enabled in the topology, when you configure hosting providers, it doe not require to set additional configuration.

Based on my understanding, it should be the Federated user access.
The Public Provider access is to communicate with SKYPE, AOL, Yahoo! .

If you asking if the Public Providers includes access to your Lync host, actually yes by default to complete this federation you must accept that, but due to limited access as you put in the policy.
